Passport Control As Activity Of Law Enforcement Agencies In The Period Of The Great Patriotic War: Historical And Legal Aspect

Abstract:

In article on the basis of the analysis of historical and legal material, authors will investigate development and corresponding changes in structure and development of the business strategy of the Soviet bodies of protection of law and order and safety in days of the Great Patriotic War on protection of public order. The difficulties of activities of the Soviet militia for supervision of maintenance of a passport system in the conditions of wartime directed to prevention of accommodation of persons without passports or other documents proving the identity without registration with an overdue registration are analyzed. The carried-out analysis of the functions realized by passport service of the Soviet militia confirms that maintenance of a passport system promoted: to timely and full accounting of the living population; to improvement of protection of public order, prevention and suppression of offenses, search of the persons disappearing from bodies of the state for commission of crimes; to identification of the reasons and conditions promoting violations of norms of a passport system.

Authors drew a conclusion, that on certification in temporarily occupied territory Germans had no uniform system. Types of the German passport documents and terms of their action were the most various. A legal way of restriction during the studied period, was establishment of a special throughput system for journey on transport. The statistical data opening positive activities of the Soviet militia for strengthening of the back, exposure of an enemy agency, strengthening of legality and law and order in the country are provided.
