Peculiarities of Planning the Development of Russian Regions Based on the Smart Benchmarking

Abstract:

The best experience in managing the spatial development of the countries of the European Union in recent decades demonstrates that regional benchmarking is the best way to exchange best practices. The methodology of benchmarking procedure has been widely developed both in scientific developments and in practices of improving the activities of economic entities. The article is devoted to the questions of ground development priorities of territories on the basis of such tool as smart benchmarking. The authors substantiate the feasibility of using this tool in Russia, since the methods of strategic planning used require the expansion of a range of methods for determining development priorities. At the heart of the proposed toolkit for smart benchmarking are interregional comparisons. Based on the comparison criteria selected by the authors, an approbation of the methodology of smart benchmarking in the regions of the Russian Federation was carried out and appropriate conclusions were made regarding the priorities for their development.
