Abstract:

The purpose of our study is to identify the peculiarities of the implementation of administrative and legal policy and restriction of citizens during the pandemic. In the process of research, we used theoretical, empirical, and mathematical methods. Today, the problem of pandemics and human vulnerability to certain types of threats each day increases its relevance. Every day there appear new hotbeds of disease. Now, the pandemic is not a problem of one country, but the world as a whole. Events are shaping up in such a way that neither high social status nor financial components can protect against infection. The article reviews in detail the approaches of state authorities to localization of the problem, the ways of problem resolving, the extent of the need to limit the constitutional rights of citizens, and the measures to support the population and businesses during the pandemic. The measures taken by the heads of the subjects of the Federation are aimed at the protection of the citizens and prevention of the spread of coronavirus infection. Nevertheless, based on the data presented in this work, it becomes possible to say that these measures are not taken according to the provisions of the law. Also, in the work, we have proposed a certain way out of the situation. Summing up, it should be noted that today the world is on the stage after which the future will seriously change. In the current conditions, the administrative and legal policy pursued by the state is especially important because the future of the entire world depends on its results.
