Peculiarities of the Use of Budgetary Funds for the Liquidation of the Consequences of the Pandemic: Case of Kazakhstan

Abstract:

The problem of effective and targeted use of funds allocated to assist victims of emergencies in the context of the pandemic has become particularly important around the world and in Kazakhstan. The article examines the problems arising in the formation of the emergency budget in Kazakhstan in the pandemic in 2020 and the directions of its use. It describes the institutional framework for adopting an emergency budget and adjusting it to adapt to rapidly changing conditions. Data is also given on the evaluation of the effectiveness of the use of public funding to address the challenges posed by the COVID-19 pandemic. Coefficients characterizing the effectiveness of the use of public funding in Kazakhstan are also proposed for the discussion.
