Abstract:
In recent years, a specific evolution of parking policies can be observed in cities around the world. With the implementation of effective tools, parking facilities are nowadays an element of sustainable urban mobility solutions. Following Europe’s best models, Polish cities have began to develop underground, cubature and P&R car parks, among others. These are high-value infrastructure investments and, as shown by European experience, the use of Public Private Partnership (PPP) seems to be the way to go. In the literature so far, little has been said of PPP parking projects in Poland. Hence the aim of the paper is twofold: 1) outline the basic assumptions of the parking policy concept against the backdrop of contemporary traffic challenges; 2) demonstrate, on the background of parking policy initiatives, the number and specificity of PPP parking projects being either implemented or planned in Poland. To this end, reference literature, legal acts, statistical data and reports on parking policy and parking facilities in European and Polish cities as well as the Database of concluded PPP agreements and potential PPP projects in Poland, managed by the Ministry of Development Funds and Regional Policy, were all analyzed.
