Precarious Side of Working as Non Permanent Teachers – Study of Non Permanent Teachers in State Junior High School, East Jakarta

Abstract:

The existence of non-permanent teachers in state own public schools is an indication that the public sector has started to contribute to the growing number of precariat working class in Indonesia. This phenomenon is influenced by the problem of teacher shortage in many schools. In the study of the sociology of work and industry, these non-permanent teachers are experiencing the tendency of precarity that is associated with the uncertainty in some of its employment features.

This article examines the influence of the years of service on non-permanent teachers’ perception on the precarious side of their work. A survey has been conducted to answer the question. There are 50 respondents, who are working as a non-permanent teacher in 10 state own junior high schools in the Ciracas District, East Jakarta, Indonesia. Each respondents has identical employment status that is called as the Individual Employment Contract (IEC).

The respondent perception is measured through seven dimensions of job uncertainty, which are job uncertainty, work uncertainty, career uncertainty, working environment uncertainty, skill uncertainty, income uncertainty, and representation uncertainty. The survey finding concludes that most of the respondent perceived their employment status has high uncertainties in all of the dimensions. The years of service symmetrically influences teachers perception on the precarious side of their employment status. The regrresion model is Y = 1866 + 0.045X.
