Abstract:
The article both theoretically and empirically grounds two fundamental approaches to change: complacency and the formation of the reform team. The aim of this study is to identify the approach of Lithuanian higher education institutions towards change, choosing an alternative between complacency and the formation of the reform team in the conditions of the higher education reform. The study was conducted using the semi-structured interview method. The survey was attended by the heads of Lithuanian colleges. The results of the study demonstrated strengths of the organisational approaches adapting to emerging challenges, implementing change and increasing competitiveness, but they also showed significant shortcomings that can be overcome by replacing the traditional approach to change and team building with systematic thinking, employing “frozen” resources. The research results demonstrate a certain gap between the declared preparation of the organisation to respond to changes, actions organizing the reform team and trust of the staff involved in change. Evaluating the results of the study, the main conclusion is formulated that the formation of the efficient reform team is aggravated not so much by the complacency strategy but by insufficient resolve of the very organizations on how to respond to change efficiently.
