Priority Investment Projects in the Forestry Complex: Assessment and Implementation Prospects

Abstract:

The article is devoted to the study of the implementation of the mechanism of priority investment projects in the field of forest development. The role of priority investment projects in the development of forests in the development of the forest complex is considered. Measures to support priority investment projects are aimed at creating a modern, high-tech and competitive Russian forest industry. The mechanism of investment projects in the forest complex of Russia creates an incentive for the development of timber processing enterprises. The most profitable and investment - attractive projects are sawmilling, plywood and wood-based panels. According to a survey of 142 priority investment projects in the forestry complex, it was found that the indicators declared in priority investment projects were not achieved, in terms of the creation of new jobs, fees for forest use and taxes. The reason for this is the orientation of priority investment projects in the forest complex towards the interests of the forest business to the detriment of state interests expressed in social and budgetary effects. The lack of a unified methodological approach to presenting preferences to investors reduces the effectiveness of the mechanism of priority investment projects in the forest sector of Russia. It is necessary to change the method of setting fees for forest use, primarily due to the transition from administrative to market pricing methods. Only with the market pricing method does it become possible to level off the interests of the forest business and the state at the expense of preferences.
