Private Subsidiary Farming of The Region’s Population: Problems and Development Prospects

Abstract:

World experience convincingly shows that the functioning of a market economy is impossible without a variety of forms of management, the simultaneous existence and interaction of which in social production on the basis of competition among them ensures an increase in production and an increase in the quality of products, contributes to the search and rational use of advanced forms and methods of organizing production. Among the variety of all forms of farming in agriculture, a special place is held by private subsidiary farming of the population.In statistical publications, the abbreviated name of this area is used - "households". These include private subsidiary farming of the population (farmsteads), collective gardens and vegetable gardens, summer cottages. The owners of private subsidiary and peasant farms are mainly rural residents, the owners and users of garden farming - mainly urban dwellers, residents of urban-type settlements. The functioning of the private sector is characteristic of agriculture from the very inception of agricultural production to modern days. In the context of the reform of agricultural relations, the collapse of collective farm and state farm production, the duration and complexity of the process of establishing new forms of management in the agricultural sector, the role of private subsidiary farming as the most flexible, fairly stable legal form in agricultural production is significantly increasing. At present, private subsidiary farming are one of the main sources of income for the population, food supply, and one of the areas of employment in conditions of unemployment. Revenues from the sale of surplus agricultural products make up a significant share of the budget of rural families, private farms contribute to the preservation of rural lifestyles, are often the only place of employment for rural unemployed. The ongoing changes in the system of agrarian relations in Russia affect the small commodity sector, in particular the private subsidiary farming of citizens. The relevance of the research topic is due to the importance of private household plots in maintaining the country's food security and the well-being of the rural population and is determined by the need to improve the conditions for the functioning of private farming.
