In the course of comparative analysis of the concept introduced in Germany and Russia, we consider the main infrastructural objectives required for the effective development of Industry 4.0: preparation of standards, information security, change in the labor market, use of the small and medium business potential, and implementation of international cooperation. Special attention is paid to the problem of social risk due to growing unemployment caused by introduction of digital technology and the role of Competence Centers in the development of staff competences.
