Problems of Organizational and Managerial Activities of Engineer at the Industrial Enterprises of the Tyumen Region (1964-1985)

Abstract:

Professional and official structures of engineering and technical intelligentsia, formed in the beginning of the 1980s., show that administrative, industrial-technological and organizational-regulatory production activities of engineering personnel of the Tyumen region enterprises were predominant ones in this period.Professional and official structures of engineering and technical intelligentsia formed in the beginning of the 1980s. show that administrative, industrial-technological and organizational-regulatory production activities of engineering personnel of the Tyumen region enterprises were predominant ones at the time.Management engineers were mostly preoccupied with people management, and product engineers and other organizers provided process management (processes connected with production, technology, research).  More than 70% of all engineering and technical personnel occupied this kind of work places by mid-1980 at industrial enterprises of the Tyumen region.Production functions of engineering personnel were regulated by staff regulations. For example, "Regulations" on the enterprise activities, activities in units included a section on the rights, duties and responsibilities of officers, especially the head. These regulations were general in nature and required detailed follow-up including job description.In addition, the USSR Council of Ministers decree or line ministries orders regarding individual groups of engineering and technical intelligentsia became the original rules of the activities. Thus, at the end of the 1970s Ministry of Agriculture developed and implemented "Regulation on agricultural activities, farm work and other agricultural enterprises." Duties and rights contained provisions defining the main directions of activity of agrarian technical intelligentsia. Among them - organization and brunch management, personnel selection and placement, adoption of evidence-based technological solutions, technical, organizational and economic problems of the current and long-term measures aimed at improving production efficiency.
