Abstract:
The article discusses the typologization of government programs to support organizations of the agro-industrial complex. Many researchers of economic processes occurring in the field of agrarian and agro-industrial production, indicate the uniqueness of the industries that are included in the three main areas of the agro-industrial complex. The uniqueness of the branch of agriculture, as is known, is associated with such factors as the natural and climatic conditions of economic management, the seasonality of agricultural work, the enormous intensity of metal consumption, the mismatch of the working period with the period of production. This position of the industry certainly requires government intervention, but what should be the level of state influence on the industry in each country is decided in its own way. In the Russian Federation, an attempt was made to define the boundaries and methods of state intervention through the creation and implementation of the federal law “On the Development of Agriculture”, which was aimed at strengthening the regulatory and incentive functions of the state, and the state is viewed as a monopolistic subject of a social market economy. The legislation in force in the Russian Federation, unfortunately, does not fully determine the direction, boundaries, forms of impact, and does not disclose the very concept of government regulation. Only in some laws aimed at state regulation of certain sectors of the economy is an attempt to define it. The system of state regulation of the agrarian sector of the economy should be aimed at the implementation of the strategic course associated with the development of priority areas of agrifood policy.
