Proposed Framework to Manage the Change to e-Government (Lessons from Libya)

Abstract:

This paper proposes a framework to manage the complex change from government to e-Government. It builds on other countries experiences gained from literature review and a field study in Libya. There are challenges in implementing e-government projects however, the challenges are more pronounced in technologically developing countries where there are limited resources and infrastructures. The transformation from traditional government to e-Government is complex, touching the political, cultural, organizational and technical aspects of everything that government and other public service providers do. The developed framework involves seven iterative stages and focuses on practical processes. The framework provides guidance to manage the change during the preparation, formulation, implementation and evaluation phases.
