Public Control over Public Procurement as a Way to Develop Civil Society

Abstract:

In modern conditions, the state is the largest customer and consumer of goods, works and services and thus has an impact on the development of the economy. Therefore, it is extremely important to open and transparent procurement procedures, the flow of cash flows allocated for purchases for state and municipal needs.

In connection with the transition of Russia to market relations in the last two decades, a qualitatively new approach in the system of state regulation of procurement activities was required. Planned, strictly regulated procurement processes have been replaced by the purchase of products on competitive terms, when the customer has the opportunity to choose from a large number of supplier offers.

In the world practice, a reliable mechanism for the implementation of public procurement, as well as the fight against corruption in this area, has been developed — legally fixed procurement using information resources.

In the Russian Federation, the development of effective principles and approaches to the modernization of the public procurement system is currently the subject of heated discussions in the economic community. Such an increased attention to the problem under consideration both from scientists, economists, managers, lawyers, independent experts, and from the mass media is due to the enormous amount of budget funds allocated for the purchase of goods, works and services for state needs, as well as the high corruption component present in this area.
