Public Information Policy in Health Care Sector: Ukrainian Perspectives

Abstract:

This article substantiates importance of public health information policy in the conditions of forming and implementing the state information policy in the society through informatization of medical services. In addition, the need in reforming current health care system by introducing an effective information policy to improve the accessibility and quality of health care in Ukraine was proved. The purpose of the article is to determine the prospects for the development of public information policy in health care system of Ukraine through informatization. The methodological basis of the study is data obtained from the World Health Organization, Global Observatory on eHealth, Stanford University Medical Center, National Health Service of Ukraine, Ministry of Health of Ukraine, State Statistics Service of Ukraine. It was proved that Ukraine has one of the worst indicators among health care systems in the European region countries due to low life expectancy, high mortality rate, low GDP per capita, insufficient public funding for health care. The main targets of developing public information policy in health care of Ukraine were defined: electronic prescription, verification of the central database of the electronic health care system, online dashboard, visualized information, stats cards, electronic medical cards. The optimal ways of informing the Ukrainian healthcare sector were proposed: introduction of electronic patient register; equipping workplaces with electronic information systems, development of information technology infrastructure in medicine, organization of effective electronic data exchange, integration of information systems of health care facilities with each other, with other information products and systems, improving information support of management activities in health care facilities.
