Public-Private Partnership as a Tool for Creating Research Biocenters in Forestry

Abstract:

The article talks about public-private partnership as an effective mechanism for creating and organizing biological research and development centers in forestry. Such Biocenters should have the entire laboratory base and test sites. A business process model was developed, implemented on the platform of the Business Studio 4.0 software product. Perform calculations to determine the cost of production of GM - plants in the laboratory. To assess the effectiveness of the organization of Biocenters on the basis of forest breeding and seed complexes, the expected technical and economic indicators are predicted taking into account the planning for 5 years. The assessment of the probability of occurrence of dangerous risks of the organization of Biocenters was performed. The high level of development of science and innovations in the region, the availability of competent and highly qualified personnel, developed infrastructure in the creation of Biocenters on the basis of forest breeding and seed complexes.
