Abstract:
To protect the economic security of a public HEI is impossible without effective monitoring of its business operations, that needs a sensitive evaluation method based on the usage of statistical methods. Thus far, one can observe the lack of a wide variety of public HEI economic security evaluation methods and the existing methods have certain restrictions in most cases. This condition stipulates the need to build up a comprehensive public HEI economic security evaluation method that meets up-to-date requirements. Consequently, the research objective was to develop a method to evaluate the economic security of public HEI. The research subject was the business activity of public higher education institutions as part of their economic security protection. The research framework was based on the investigations of the Russian and foreign authors, and the Russian laws and regulations, and the public financial reports of the higher education institutions. The developed method of public HEI economic security evaluation includes the indicator system and reasoned threshold values. It allows for not only evaluating the economic security level of the institution in general but can also be used for comparing the economic security level of any sets of HEIs by certain attributes such as affiliation, region, profile of institutions, etc. The method is based on the public sector financial reporting data that enables to use it by unlimited range of persons.
