Public Universities Funding Models and its Impact on the Strategic Planning

Abstract:

The purpose of the funding mechanism is expected to generate funds from different sources so that the academic quality in teaching, development, equity, and efficiency of higher education, in alignment with national strategy planning, can be developed without relying solely on government funding. Here, this paper aims to explore and analyze the funding model for public higher education institutions in Malaysia and its impact on the strategic planning of the Malaysian public universities The proposed research design is a mixed-method triangulation approach aimed at enhancing confidence in the research findings The respondents includes all twenty public universities in Malaysia, requesting responses from Vice-Chancellors, Deputy Vice-Chancellors, Dean, officers from Strategic Planning Departments, and officers from Bursar Offices. Data analysis consists of two stages. Firstly, the quantitative and qualitative data were being analyzed separately, and secondly, this data then being compared and contrasted to formulate the findings. Upon completion of data analysis from both the quantitative and qualitative methods, a matrix method was employed to identify categories or themes to find the differences and similarities. This process helped the researcher develop a better understanding of the variables in the consensus matrix showing the ideas and concepts. The results indicate that changes in government funding approaches have influenced the strategic planning of public universities with a greater focus on the implementation of government strategic planning.
