Regional aspects the Small and Medium Enterprises and their Impact on the Social and Economic Development

Abstract:

The analysis of the composition and size of indicators characterizing the attribution of enterprises to small and medium in a number of countries is given. Factors of the importance of these enterprises for the socio-economic development of countries are presented and justified. An analysis of the statistics of the reality of small and medium enterprises in Syria by the number of workers in industry and advertising is given. The results of research by type of property, location and effectiveness are given. Organizational, financial and administrative-procedural problems have been formulated and justified that impede the efficient operation of enterprises in Syria, including licensing, loans, lack of strategies and innovations. Recommendations and proposals are formulated: a single state body regulating the activities of the analyzed enterprises, developing personnel training, protecting intellectual property, creating “information banks”: on markets, agreements and accessibility of information from government institutions, linking technical education with the needs of enterprises, information and advertising support for enterprises wide geographical distribution of business incubators, targeting applied research to the use of raw materials and resources, implementation monitoring and evaluation of continuous operation of the system of financing agencies for small projects with the provision of the holders of the grace period before the payment. Small and medium businesses are recommended clarity of instructions, accounting for labor laws, financial and marketing elaboration of decisions
