Regulation of municipal services as a way of combating corruption

Abstract:

The aim of this study is to analyze existing order of granting municipal services and salvation of the question about the effectiveness or ineffectiveness of this legal Institute in the system of combating corruption at the local level. Local self-government was the product of development initiatives of society. However  the local self-government bodies  are formed and clothed with public authority by the people. But they often become the source of administrative barriers and corruption. Thus the issues of combating corruption in the municipalities obtain particular relevance. An important activity of local self-governments is to meet the basic needs of the population through the provision of municipal services. But this activity is potentially corrupt, because of it the present study aimed at analyzing the regulation of municipal services as a way of combating corruption. The authors have made a conclusion about efficiency of regulation in fighting corruption in municipalities, as well as recommendations on improvement of legal regulation in this sphere as the result of the work.
