Abstract:
The paper analyses how the Regulatory Impact Assessment Board (RIAB) functions in the Czech Republic. The RIAB was founded in 2011 and within a short period of time it has become an expert group within the legislative process of the Czech Republic. The RIAB follows the recommendations of the OECD and the European Commission regarding the implementation of the concepts of "better regulation" and "good governance" in the Czech Republic. During the observed period (2012-2017), it had become clear that the role of the RIAB in the Czech legislative process had significantly increased. The most prominent issues are the growing number of exceptions concerning the RIA process by the ministries as well as the growing number of laws proposed by the Deputies and Senators of the Parliament of the Czech Republic that do not require an expert assessment of the RIA, a situation that fundamentally complicates the controlling and consulting roles of the RIAB.
