Renewable Energies and Rural Development in Bacău County, Romania

Abstract:

The paper analyzes the present and perspectives on renewable energies market and its relation to  local development within Bacau county. Administrative organisation, actual Romanian legislation, stakeholders, and training needs are investigated, all related to renewable energies. A study regarding the future evolution of the rural area within north-eastern part of Romania is described and its conclusions outlined. Initiatives that may contribute to rural development are also emphasized. Bacau County is an administrative territorial unit made up of 3 municipalities, 5 cities and 85 communes which have up of 491 villages.  The local autonomy of communes, towns and cities is realized through the authorities of the public administration, represented by deliberative authorities named councils, and by city halls, which are executive authorities. (art. 23, paragraph 1, Law 215/2001). Both the mayor and the local council of an administrative territorial unity are elected by the citizens’ direct vote (Law 67/2004). In each county, a County Council is constituted as authority of the local public administration, for the coordination of the activities of the commune, town and city councils, whose aim is to manage public services important at county level.
