Abstract:
During the pre-accession period, Romania undertook a process of general economic reform, which included specific reforms for agriculture and the food sector. The reform programs aimed at transforming the sector based on the principles of private ownership of land and other means of production. The process of intensified liberalization of the agricultural market began in the year 2000, a phase from which the reform correlated with the pre-accession agreements with the European Union. The structure of budget support granted to agricultural producers between 1990-2007 reflected the switch from consumer support mechanisms to producer support mechanisms. During the transition and the pre-accession period, the amount of state budget allocations (subsidies, bonuses, transfers) and other forms of financial support for the agricultural sector varied according to the mechanisms used at different stages. The researches carried out are preliminary stages in obtaining a comprehensive analysis of the impact of financial support on the national agricultural sector.
