Research Notes: The Hidden Key of the Excellence in South Korea’s National R&D

Abstract:

South Korea is, without doubt, one of the leading countries in the field of science and technology(S&T). There are a lot of indicators to support this claim: the world top investor in R&D in 2014, the fourth best country for the annual number of patent application, and so on. In addition, S&T has been the most powerful engine of Korean economic development after the Korean War. Based on the factors and experiences, it is easy to figure out the high level of national attention on S&T in South Korea. In general, when it comes to the excellence of South Korean S&T, those visible features are at the center. Conversely, it is hard to find studies to pay attention to the invisible feature, research notes. Although there are only a few overseas studies on the research notes, there is a difference between South Korea and foreign countries regarding environment to utilize them. South Korea institutionalizes the research notes system applied for national R&D. That is, researchers who carry out national R&D projects ought to write the research notes according to the national law, named Regulations on the Management, ETC. of National R&D Projects. Plus, it is noticeable that the South Korean government is highly encouraging the utilization of the technical information and knowledge written in research notes.
