Russian Models of Indirect State Support in Agriculture

Abstract:

The article deals with the development of promissory note schemes that permit for the realization of indirect state support for the agricultural sector. The base of these schemes is a specially established wholesale trade enterprise that solves mutual settlements with agrarian enterprises, agrochemical plants, banks, the supplier of natural gas and the state. Being provided with the growth of consumption of mineral fertilizers in the domestic market of the country, on mutually beneficial terms for all the participants, these schemes guarantee the growth of output, increase the working load of production capacities, cut down the cost of production, and improve the social situation. Before the implementation, all the described interactions were examined by means of methods of economic and mathematical modeling, the main feature of which was the including in the equations of time delays resulted by a long production cycle in the receipt of products in agriculture and postponed payments on the promissory note scheme. In the course of constructing the model of commercial activity of the Agrarian enterprise, the output of the product was expressed by the production function like the Cobb-Douglas production function. The difference is the amount of fertilizers applied. The stability of these models has been successfully proved. Afterwards, generalized models were developed to that great figure which made it possible to use the principles of supporting the agrarian sphere in any industrial branch of the country's economy, as well as in science, culture and health. The great urgency of these schemes was especially obvious against the backdrop of the wave of mutual sanctions which unfolded after the events of 2014, the consequence of which was the demand to ensure import substitution and intensify the country's self-sufficiency in food
