Abstract:
For successful implementation of e-government projects, there needs to be a comprehensive assessment of e-readiness of the society and the government. This assessment refers not only to the availability of Internet and Communication Technologies (ICT), it also refers to a number of other aspects including citizen’s willingness to accept the new innovation as well as the political will, on the part of government, to succeed. This paper presents some background as to what e-government is, what it entails, what are the essential pre-requisites and looks at the necessary implementation requirements. The paper introduces and discusses a new e-readiness dependencies model. This new framework is a six dimensional e-readiness assessment tool, called SDEAT.
