Search and Rescue System in the Polish Zone of Responsibility, Planning Issues

Abstract:

The article deals with the planning and evaluation of the functioning of the maritime search and rescue system. Based on emergency flight reports collected over the 25-year period of the system's operation and numerical simulations, an analysis of the system's effectiveness was carried out. The analysis of experiences indicates the need to modernize the system due to the long flight times of rescue units and the large uneven distribution of arrival times in the area. With the use of mathematical modelling and programming tools, a number of simulations were carried out to reflect the actual rescue operations. The following criteria were adopted for the evaluation: time to the rescue point, flight speed taking into account wind, available operational time, length of the search path and fuel supply. The results indicate that virtual system simulations can be very useful in the processes of planning, risk assessment, cost analysis and planning logistic activities.
