Self-Regulation in Construction Industry as a Resource of Regional Modernization (On the Example of South Russia)

Abstract:

The article is devoted to the study of self-organizing interaction of the subjects of the market economy of Russia as a resource and element of modernization at the regional level. As a part of the analysis, the processes and features of self-organization in the construction industry of the South of Russia are used to substantiate the significance of the development of non-primary sectors for modernization, which form a technologically more advanced economic profile and involve additional investment resources and production assets in the economy. The large-scale construction projects for the 2014 Olympics have been implemented in the south of Russia in the period up to 2014 and the significant investments have been made for the preparation of the World Cup 2018 (in Sochi, Rostov-on-Don and Volgograd) in the period up to 2018. In the south of Russia there are three Russian million-plus cities at once (Rostov-on-Don, Krasnodar, Volgograd), it is characterized by a significant and growing population (over 16 million people). The development of the construction sector here is characterized by the presence of both numerous construction companies and enterprises in the supporting industries, often quite technologically advanced. The institutional feature of the industrial organization in the South of Russia is the presence of 15 self-regulatory organizations, often uniting hundreds of qualified participants. The importance of the construction industry in the modernization of the region is manifested in the course of the construction companies’ integration and the service providers. In addition, the interregional nature of the large construction companies’ activities (for example, the Krasnodar construction concerns often work in Rostov-on-Don), as well as their interdisciplinary nature, forming cluster elements of the sectoral development, operate at the modernization potential formation. It is essential to note the importance of the industry self-organization modern problems overcoming for its manifestation as an acting element in the modernization of the economy in the South of Russia (including the improvement of the infrastructure development of the macro-region). The key vectors of the analysis include the balance of the state regulation and self-organizing industrial trends, coordination of the industrial interests and the development goals of the key centers of southern Russia, which form the potential for the macro-region competitiveness. The issues of the clustering processes acceleration in industry as a tool for its technological improvement and competitiveness, including taking into account the openness of the economy and activities in the market of macro-region of foreign (for example, Turkish) companies are essential for the study and improvement.
