Simulation Techniques in Automation of Criminal Procedure – Towards Industry 4.0

Abstract:

The Polish criminal procedures involves many steps, phases and stages and creates very complex processes that are composed of multiple sub-processes and activities. Nowadays, the participants of the criminal procedure are limitedly provided with modern IT, thus there is an urgent need for methods and tools to optimize process and minimize delays, shorten queues of pending cases and reduce (or even eliminate) the number of human errors. However, the guiding assumptions are: elimination all reasons that might weaken the access of citizens to judiciary system, as well as make hard to keep the guarantee of “equality before the law”. These objectives are consistent with the principles of Industry 4.0, especially simulation based knowledge acquisition, machine learning and robotic process automation. The simulation method has been applied for verification of usefulness of proposed automation with QR Code and RFID tagged documents. The original simulation software allows conducting the experiments in a short period of time for numerous testing scenarios. Moreover, during the experiments the simulated events and resources (people, tools) are integrated with real devices in order to gather data about their reliability and performance.

We propose two-way analysis of the criminal procedure: modelling and simulation of the process similarly to Business Processes Modelling (BPM), which forms the basis for measuring and assessing an effectiveness, and optimization based on hybrid models and methods: GAN/GERT with queuing theory and optimization. The practical result of this work is the workflow system extended with the business process simulator.
