Abstract:
To accelerate the process of digitalization, the countries of the world are developing various concepts of digital development of the economy and society, taking into account their specific features. The implementation of such a concept at the state level, as a rule, provides the country with high rates of economic growth and the fastest possible inclusion in digital processes. However, "digital advance" does not always indicate an increase in the level and quality of life of the population. The analysis of the concepts of digital development undertaken in this scientific article is devoted to the identification of the ratio of "digital" and "social" in the context of determining the direction of socio-economic development of countries. As a result of the conducted research it is revealed that many countries seek to solve not only problems of achievement of technological leadership and economic modernization, but also pay attention to social problems, trying to reduce social, economic and psychological risks of digitalization. Selected countries that realize the concepts of digital development, subject to such security threats, a decrease in the level of information security of the individual, business and society as a whole, unemployment due to structural changes in the economy, increased competition and complexity of familiar economic models. Countries that improve the regulatory framework and form new institutional foundations for the functioning of the digital economy are identified.
