Some Aspects of Management of Socio-economic Systems in the Context of Paradigm of Sustainable Development

Abstract:

In the context of the dominant paradigm of the beginning of the 21st century – “sustainable development”, modeling and management of the states of social and economic systems, when elaborating methods and mechanisms of provision of stability of their functioning, requires certain intensification and clarification of promising directions of scientific search. Aiming at stability is resisted by the location of open systems on the border of order and chaos, resulting in the set of restrictions, evident under the influence of variable external and internal factors. The aim of the study is the presentation of some theoretical and methodological milestones, making it possible to suggest the approaches, in elaboration of model representations, assisting in the achievement of stability. The article considers the issues related to abandoning the preferred maintenance of strictly equilibrium state, missing the assessment of dynamic peculiarities of occurring changes. The transition to robust stability, where the system operates in the “floating equilibrium” mode, is taking place. It was established that the synthesis of system stability and continuity of changes is realized through adaptation, which establishes “floating equilibrium” in homeostatic space. Robust stability of social and economic system is supplemented by new constructs: determinants of stability – limit, homeostasis, at entrance; at exit – “floating equilibrium”, flexible adaptation, homeostatic space. Stability is connected with the changes, their intensity and scope increase with intensification of evolutional processes. The suggested approaches to development of the model of robust control expand the abilities of achieving robust stability of the system via adaptation, prepared in accordance with homeostasis parameters. The results of the work include presentation of the adaptation principles in the conditions of robust control.
