State Policy of a «Weak State» in the Context of The Theory of Organization: Reintegration of Regions, Reconciliation, Reengineering of Public Administration

Abstract:

Purpose: This article is dedicated to the formation of the state policy of Ukraine in accordance with the challenges the country has faced and new needs of the state at the present stage of development, which can currently be characterized as a "weak state". As a result of the analysis of changes in the economy, civil society, public administration, the content and orientation of public policy need to be reviewed. It is important to look for effective tools and approaches that will stop external aggression, permanent influence and support by aggressors in uncontrolled territories, achieve border restoration and social reconciliation, and ensure the effective functioning of public administration institutions. Methodology: Laws and principles of organizational theory were applied during the study, considering every system from the point of view of organizational order. Analysis of efforts of state bodies and civil society towards reconciliation and dialectical method were applied during the research of the relationships between the formation and implementation of state reintegration policy with complications of reconciliation and implementation of reengineering processes in public administration. Method of situation modeling was used as well as the overview of the successful practices of transformation of executive power and local self-government reform. Conclusions: Clear results have been obtained on the characteristics of Ukraine, which make it possible to consider it a “weak state” under conditions of political instability and military conflict. The clear directions of the state policy concerning reconciliation, return of the occupied territories and development of effective public administration are defined. Implications: A clear definition of the contemporary challenges and needs of the state, as well as the use of a systematic view of the situation from the standpoint of organizational theory have allowed us to gain a new understanding of the content of state policy, namely its information format, social and psychological orientation, as well as the security component.
