Abstract:
The social and economic reasons that motivate the implementation of the state policy of reforms in Ukraine are analyzed. It turns out that the destructive processes inherent in a transitional post-totalitarian society can be overcome only with the help of liberal social and economic reforms.
The methodological and institutional features of the state policy of reforms for the conditions of the transitional post-totalitarian society are determined. The experience of implementing reforms over the last decades is studied. The subject of analysis are the difficulties in the practice of implementing the reforms. In particular, it is a superficial approach to reforms, which does not take into account the peculiarities of the transitional society, unsatisfactory methodological support of modernization programs, weak institutional capacity of the authorities, unsatisfactory information support of the reform policy.
Areas where some success has been achieved are identified. Based on the analysis of public opinion polls it is proved that the Ukrainian society remains loyal to innovative changes and supports public consciousness in the direction of liberal development.
