Abstract:
The modern world is becoming turbulent. This makes it difficult to manage the development of socio-economic systems at all levels of their hierarchy. At the same time, the concept of constant change is one of the basic concepts in strategic management. In this regard, the uncertainty of the future is overcome with the proper use of strategic management tools. The aim of the article is to study the possibilities of using strategic management tools to solve the problem of accelerating national socio-economic development (for example, the Russian Federation). As a result of the study, the strategic positioning of Russia in the world was carried out, its “strengths” and “weaknesses” were established. The authors also provided a detailed description of the structure of the National Strategy for Social and Economic Development and established its compliance with the principles of strategic management. The authors, with the aim of wider public support for the national development strategy, proposed isolating the Strategic Intention from its goals. It consists in making the Russian economy by 2024 the 5th largest in the world in terms of GDP (PPP). Assessments have proved the feasibility of such a goal-setting. The article formulates the author’s proposals to stimulate the technological development of Russia and to mobilize the currently inefficient financial resources. Thus, Russian experience confirms the success of the application of traditional strategic management tools in the VUCA world.
