Study of the Role of University Teachers in the Conditions of Technological Transformation: The Case Study of Kazakhstan

Abstract:

Modern technological transformation taking place all over the world and in all spheres of people's life poses new and more and more complex tasks, the solution of which predetermines a completely new quality of higher education, respectively - a new quality of teaching staff. The mission of university teachers, with the continuing function of teaching students professional and scientific skills, today involves not so much the transmission of knowledge, as the transfer of unique competencies, skills and, most importantly, social and cultural values. The article considers education as a branch of reproduction. The recognition of the productive nature of labor in higher education, and investment in training personnel as its main asset capable of creating a special product, suggests that funding will be built not on a residual, but a priority principle. Studying the working conditions of the teaching staff of Kazakhstani universities and their impact on the quality of education seems to be a necessary key point to clarify the priorities and prospects for transforming the activities of university teachers in the context of technological modernization, which is comprehensive and fast. That is why the research methodology is based on sociological tools. The results of the study. In developing countries in the post-Soviet space, the work of a university teacher is undervalued. The costs of reproducing the intellectual resources of the higher education system are considered as “annoying” production costs, easily reduced in order to increase the profitability of educational services. However, such savings in financial costs can become a boomerang and damage the country's intellectual potential in the long term. The article discusses the results of the survey of the training staff of Kazakhstani universities on the issues of payment and labor intensity, resource support of the educational process. These assessments make it possible to identify the most “bottlenecks” in the organization of the activities of university teachers in the context of current trends in universal digitalization. Practical and theoretical significance. A sociological survey revealed the state of the environment of activities of teachers of Kazakhstani universities, weak links in the management of training personnel, thereby confirming the hypothesis of the inadequacy of his working conditions to the requirements of modern technological changes that are explosive and rapidly spreading.
