Abstract:

The article discusses measures to support small business in the contract system in the procurement of the public sector. Authors substantiated special role of small business as a subject of the economy, activating the action of the market mechanism. Identification of institutional barriers in the structure of the conditions for the functioning of the contract system of developed countries and the Russian Federation as a basis for improving measures to support the participation of small enterprises in the provision of public goods and public services is presented. The best foreign practices of participation of small business in public procurement and measures to reduce institutional barriers have been analysed, and prospects for developing the contract system as a tool for supporting small businesses have been determined.
