Survey over Corruption and Economic Development Sustainability in Romanian Public Management System

Abstract:

The scientific purpose of the study is to offer a documentation in scientific and judicial literature on the subject of corruption. It analyzes the corruption phenomenon generally and especially the corruption in public institution (the level of corruption as measured by the Corruption Perception Index). The CPI was used as the best measuring method of corruption in all countries in the sample but it has several limitations (CPI does not measure corruption per se; the index measures the perception of corruption). The cognitive purpose is to offer a qualitative analysis of the corruption in Romanian public institution, and to present a few renowned examples of bad practice. Methodology used is a statistical analysis. The study may provide a starting point for future empirical quantitative research, as well as act as a contribution to the discussion on organizational learning, making policies and good governance in Romanian public management system.
