Sustainable Development of Industrial Enterprises in One-Industry Towns through Harmonization of Main Stakeholders’ Interests: Case of Russian Arctic Zone

Abstract:

The problem of achieving the sustainable development of the territories of the Arctic zone is especially acute in non-diversified settlements, where population is steadily declining. Ensuring sustainable development of non-diversified settlements is one of the most important priorities of the development strategy for the Arctic zone of the Russian Federation. The article deals with issues related to the development and implementation of a strategy for sustainable development of territories, including non-diversified settlements. The methodological basis for solving this problem is the use of a system of balanced scorecard. Based on this methodology, a system of indicators was developed, which was developed taking into account the specifics of non-diversified settlements of the Arctic zone of the Russian Federation. For such territories, the problem of coordinating the interests of the main groups of stakeholders of non-diversified settlements becomes especially topical. To harmonize the long-term development goals of all stakeholder groups, it is proposed to use the cascading method. This method will allow the development of a diagram of cause-effect relationships as a basis for the formation of a system of sustainable development indicators for non-diversified settlements that takes into account the interests of all stakeholders.
