Technology Platform: Core Element of the Innovation Infrastructure, a Model of Interaction between Government, Business, Science and Education

Abstract:

The paper examines the problem of forming a technology platforms, which is considered as the basis for collaboration of the government, industry, science and education around a common vision of scientific and technological development and common approaches to the development of innovative technologies. Technology platforms development should be based on identifying and selecting key (critical for the country) areas for concentration resources on the development of these segments and correlation of research projects with the needs of real sectors of economy. To identify and evaluate the potential for technology platforms development should be estimated technological readiness, stage of development and life cycle of technologies that constitute the core of technology platforms, considering the country's position in relation to leading countries and opportunities for international collaboration. Technology platforms are core element of innovative infrastructure and a way of implementing public-private partnerships.

Comprehensive multivariate analysis is a basis for identifying options and developing high-tech industries. Important attributes of progress are new high-tech services, start-ups in breakthrough technological areas where there are competitive advantages.
