Territorial Inequality Distribution of Cap Funds Designated to Increase the Competitiveness of Agri-Food and Forestry Romanian Sectors

Abstract:

Rural development policy for 2007-2013 focused on three areas corresponding to the three thematic axes laid down in the new European regulation on rural development: improving the competitiveness of agriculture and forestry and rural environment, quality of life and diversification of the economy in areas. A fourth axis - "Leader" - based on the experience gained from the Community Initiatives Leader opens new possibilities for local approaches "bottom-up" the problems of rural development. This paper aims to evaluate the territorial distribution of these funds at regional level starting from the results revealed by the descriptive statistics and concentration indicators. In this way, it was proposed a method, that can be applied at county and villages level, for analyzing the cumulative amounts of projects, engaged sums and payments at regional level for the main measures from CAP rural development policy which support increasing the competitiveness of agri-food and forestry sectors, during 2008-2012, according to Paying Agency for Rural Development and Fishery from the Romanian Ministry of Agriculture and Rural Development.
