Territorial Public Self-Government as a Form of Municipal Democracy and a New Subject of Public Control

Abstract:

The aim of the study is to analyze territorial public self-government as the most requested form of direct public participation in solving local issues. It unites citizens according to the principle of living together in a part of the territory of the municipality. One of the objectives of the study was to identify problems hindering the active development of this form of municipal democracy. Logically, this task implies another identifying way to solve the problems identified. The scientific novelty lies in the fact that for the first time legislative proposals on additional legal regulation of the institution of territorial public self-government were formulated. It is also new to consider it in the context of public control, as one of the real subjects of control over the activities of municipal government, which has not been consolidated in the law today. The results of the study were to identify the specifics of territorial public self-government as a form of municipal democracy, the functions of which are supplemented by public control. On the practical side, the research results can be used in lawmaking activities, as well as in municipal practice.
