The Application Of Scientific Management Of Human Resources, A Solution To Optimize The Activities Circumscribed To The Romanian Public Administration

Abstract:

Human resource management in its public component, includes the vast problems of management of public functions/jobs. Our investigations in the plan of the normative implementation of the civil service (mainly in the last five years) of the continuous training of civil servants, but also of the evolution of the civil service management have enabled us to identify the weak points of the civil service development in Romania. We reveal that they have identified legal issues and problems of the effective management of civil service, all of which are likely to affect the quality and efficiency of activities at the national level of the public administration. In the present approach, we do not limit to this, but we also bring some proposals to improve the situation in accordance with the principles and good practices in human resources management science.
