The Assessment of the Resource-Type Regions Innovation Sustainability: Methodological Aspect, Practical Implementation

Abstract:

The article presents the substantiation for the use of the Data Envelope Analysis method in order to assess the innovation sustainability at the regional level. The research results on the accumulated foreign experience and current Russian practice on the assessment of innovative development at the federal and regional levels formed the theoretical basis. Focusing on the studied approaches, the authors propose an algorithm for assessing the innovation sustainability of the region based on the use of the data comparative analysis method with the establishment of threshold values. The proposed system of criteria and indicators for assessing the level of the region’s innovation sustainability is formed by two projections: criteria and indicators of innovative potential; criteria and indicators for assessing the innovation results. Approbation of the proposed assessment algorithm is made on the example of the resource-type regions, in which the overwhelming share of investments in fixed capital is directed to the extractive industry, rather than to high-tech production. In this regard, the leading positions of the subjects of raw materials orientation to attract investment in the economy of the region do not provide appropriate regional innovative development. The research results can be used by regional public authorities to monitor the state of the region’s innovation sector, as well as to adjust the existing tools of the implemented innovation policy in terms of the formation and implementation of mechanisms to enhance investment and innovation activities that can improve the efficiency of investment decisions and, as a result, ensure the continuous innovative development.
