Abstract:

the structural formation of the digital ecosystem of the region should not be regarded as an end in itself, since it is only "a means of solving a wide range of problems of socio-economic development." The goal of systemic restructuring is to form the structure of the region's economy, contributing to the achievement of the regional socio-economic system of proportions and the achievement of the goals set, corresponding to the generally accepted ideas about a high level and quality of life of the population, taking into account the necessary contribution to their provision of the national economy.

The paper presents the contours of the interaction of the subjects of the regional economy in the digital ecosystem of the region, which take into account the structural and substantive complexity of the processes accompanying the development of regional socio-economic systems, state regulation, representing a system of measures implemented by the executive authorities in the course of coordinated interaction with the population, civil institutions society, business structures, educational and research organizations.

A feature of state regulation in modern conditions is its subject-object nature and focus on ensuring the systemic development of the formation of the digital ecosystem of the region, i.e. balanced development, ensuring the proportionality of the main subsystems of the regional economy that form its structure. In order to ensure the formation and development of the digital ecosystem of the region as a subsystem of the regional socio-economic system, in the process of coordinated and orderly interaction of its elements aimed at increasing the level and quality of life of the population, it is necessary to use a set of state regulation instruments grouped according to the following criteria: economic, tax budgetary, legal, institutional, institutional and infrastructural, administrative.
