Abstract:

Human capital is an important factor in the competitiveness of the region, providing innovative development of the regional economy. The article presents the results of the analysis of approaches to the concept of intellectual and creative human capital and the interpretation of its author. The proposed study, conducted in 2018 on the basis of statistical analysis of information, uses structural and integrated approaches to the assessment of intellectual and creative human capital of the Omsk region. According to the results of the study, the article offers recommendations aimed at the normalization of intellectual and creative human capital of the region, the creation of a new model of innovative development of the Omsk region.
