Abstract:
The main directions of the social and economic state policy of Russia are enshrined in the May Decrees of the President of the Russian Federation that state that solving problems in the healthcare sector, along with education and demography in the context of the digital economy is one of the priority tasks. Particular emphasis is placed on developing IT and applying them in medicine, thus allowing to expand the possibility and accessibility of the medical services for the population of our country. In this regard, the problem of human health and its adaptation to the conditions of a rapidly changing environment becomes even more urgent in the digitized world. The use of IT and telemedicine is aimed at improving the quality of life of the population and the environmental situation in cities, which has a significant impact not only on the general level of health and life expectancy of citizens of the country but also on their psychological state. One of the positive consequences of including a person in the digital environment is the possibility of establishing communication with a medical institution, receiving medical advice in remote access, as well as using robots in diagnosing various diseases. The development of communication networks and the digitization of medical services have led to the emergence of cross-border medicine. All of the above indicates the relevance of the research. The purpose of the research is to identify the system of economic and legal problems of telemedicine regulation in the Russian Federation, as well as to develop practical proposals for its improvement.During the study, the authors reviewed the federal laws in the field of telemedicine, revealed the main problems of regulating telemedicine services, explored the prospects and opportunities for deep transformation of the healthcare sector and active longevity, studied the economic and legal risks of introducing telemedicine services, on the basis of which recommendations are developed to improve the provision of innovative medical services (telemedicine), which in the course of the study were brought to practical application.It is concluded that the obvious advantages of telemedicine are independence from the geographical location, time factor, and the ability to access remote information in real-time or promptly if necessary. The introduction of such type of medical service as telemedicine requires changes in the regulatory framework and in the practice of providing medical care in many states, including the Russian Federation. The main theoretical provisions and recommendations of practical importance have been brought to the level of specific proposals that can be implemented by medical institutions of the Russian Federation in order to increase the effectiveness of developing telemedicine and using intellectual property in their activities.
