The Emergence and Development Of The Concept of Public Private Partnerships Through The Territory

Abstract:

The requirements of the territory’s environment are increasingly complex and constantly changing, the challenges posed by territorial development such as construction and improving the performance of public provision require a necessity for several developed and other developing countries, which encourages the full mobilization of different actors inside the territory. This mobilization, as a main framework of public-private partnership (PPP) contracts, aims to cultivate the private and public sectors strengths and qualities and to make the best use of each part’s skills in order to spread risks and share common benefits for the interest of the community and the territory. The transfer of flexibility indicated in the implementation of private sector’s projects to the public sector, has marked a high scale of PPPs since the 1980s; many successful experiences and very important projects have encouraged technological and economic progress in several territories. The success of this concept was justified through its emergence, which has not been limited since its appearance; in fact, this concept’s continuity has made itself an advancement and a development constantly through its adoption.
