The Implementation of Knowledge Management System in Property Management- Study Case Among Local Authorities in Malaysia

Abstract:

This paper presents the initial stage of research of the potential implementing knowledge management system in local authorities in Malaysia. The subject of the research is the local authorities or local government in Malaysia. The implementation of ICT is currently one of the contemporary debatable topics in modernization among local authorities. Malaysian government had established Malaysian Administrative Modernization and Management Planning Unit (MAMPU) to take care of this matter. The research, whose initial stages- aims, objectives, methodology, will be presented in this paper, intends to examine the potential of ICT specifically knowledge management system as a tools for local authorities manage their property.Thus, the research will address the theory of knowledge management system (KMS) and some overview of current knowledge management system in local authorities in Malaysia. Today, knowledge is identified as the crucial asset organization and added competitive advantage compared to before. One of the issues to be solved in implementation of the knowledge management concept is the developing of knowledge management system itself. This model consists of five key elements; contents, technology, people, process and context that are related to each other and needed for the development of knowledge management systems. Thus this paper, will be used to help local
authorities to develop knowledge management systems more effectively that support all activities in property development, thus in turn will fulfil customer’s satisfaction and more importantly fulfil sustainable concept as well as organizations will be able to handle their essential asset; knowledge as well as creating knowledge.
