Abstract:

Problem statement. Energy production and consumption has always been and remains to this day a sine qua non for the existence of mankind. Human depends on energy, because it provides the satisfaction of his needs, creates a comfortable environment for living. Growing of energy consumption, limited sources of nonrenewable energy resources now prevailing are forced to take a fresh look at familiar now ways to solve the problems of energy security for individual economies and to the entire world community. In this way there is an actual problem - the necessity for analysis of the public energy policies implementation and its benchmarks such as energy and environmental security, energy and fiscal efficiency, as well as quantitative forecasts of fuel and energy complex development in conjunction with the development of economy. The issue of greening, energy saving and transformation of the structure of the production and consuming energy in the regions is one of the main problems and challenges of regional authorities.
