Abstract:

The aim of the paper is to develop a general analyze and comparison of the content of a new provision of law adopted in Romania in 2019 which is the Administrative Code, by describing and evaluating the legislative changes that are ment to lead to a new and more efficient public administration in Romania. İn many other countries the activity of civil servants and of the public authorities and institution is governed by a clear set of laws. İn Romania, until now, exists several laws which regulated different areas of interest in public administration. The new Administrative Code was considered a necesity by the Romanian Government and it was adopted by the executive power and not the legislative one. İn order to identifiy the major changes brought by this code and to realize the objectives of our research we will use the method of the document analysis, most refering to the romanian legislation, the European Union legal provisions and the previous romanian laws. The main motivation for this legislation change in Romania is linked to our country’s obligation towards the European Union so, the purpose is to strengthen our democracy and our position in the European Union.
